Faculty Senate Executive Committee Actions

Welcome and Introductions. Faculty Senate Chair Vincent Price welcomed the 2006-2007 Faculty Senate Executive Committee and brief introductions followed.

Chair’s Report.  Faculty Senate Chair Vincent Price presented an overview of the Faculty Senate and its composition: the Faculty Senate Executive Committee (SEC), the Senate Committees, University Council, and the University Council Committees. SEC was also informed of the Faculty Senate Founders Day Symposium, focusing on the Global Application of Knowledge, which will be held on Friday, January 19 from 3 to 5 p.m.  All current Faculty Senate information and announcements can be found on the Faculty Senate website:  www.upenn.edu/faculty_senate

Past Chair’s Report.  Faculty Senate Past Chair Neville Strumpf updated the Executive Committee on the work of the Academic Planning and Budget Committee, Capital Council, and the Trustee Committee on Budget and Finance. Overall the University of Pennsylvania is in good financial health.

Overview of the Budget Process.  Bonnie Gibson, Vice President of Budget and Management Analysis outlined the specifics of the budget process into 4 components:  1) Planning Cycle—the month to month fiscal planning calendar, 2) Key Parameters—key items that determine planning such as tuition growth rate, 3) RCM—Responsibility Center Management: all Schools and Responsibility Centers are responsible for managing their direct revenue and expense, and 4) Fiscal Year 2006-2007. The overview was followed by a thoughtful discussion concerning the pros and cons of Responsibility Center Management.

Selection of faculty members for Steering Committee of University Council and the Penn Social Responsibility Advisory Committee (SRAC). SEC voted for:  John Richetti, Lawrence Levin, Clifford Deutschman, and Lydie Moudileno to be faculty representatives on the Steering Committee of University Council. SEC voted for: Gerald Porter, Mitch Marcus, Jere Behrman, and Adrian Morrison to be faculty representatives on the Penn Social Responsibility Advisory Committee.  This was an approval vote.

Faculty Senate Committee Charges for 2006-2007 Committees.  SEC reviewed the proposed committee charges for all the Senate Standing Committees.  The charges were unanimously approved.

New Business. SEC discussed issues that they would like the Senate Chairs to discuss with the President and the Provost, future presentations for the academic year, and possible topics for the SEC meeting with Dr. Gutmann and Provost Daniels in October.  Faculty Senate Chair Vincent Price stated that he welcomes any suggestions, matters of concern, or any ideas, and to please contact him at any time.
