Provost Ronald J. Daniels announced the appointment of Anne Waters as Executive Director of the Office of International Programs, effective December 4, 2008. 

Dr. Waters will lead the key offices that provide international services to the Penn community, including Penn Abroad and International Student and Scholar Services. She will also work to expand Penn’s international services, including providing resources to support international internships and prepare students, faculty, and administrators who travel abroad on Penn-related activities.

She will collaborate closely with those engaged in international activities across the university, including Dr. Harvey Friedman (Botswana-UPenn Partnership), Dr. Brian Strom (Global Health), and Dr. Gayle Christensen (International Initiatives). 

Dr. Waters earned a PhD in 1997 in anthropology and history from the University of Michigan, an MA in 1986 in South Asia regional studies from Penn, and a BA  in 1982 in Asian studies from Carleton College.  She speaks Marathi, Hindi, and French. She has also been a visiting professor and Fellow in the Society of Fellows in the Humanities at Columbia University.

Dr. Waters comes to Penn from the Global Organization and Leadership Practice of McKinsey & Company, where she worked closely with educational, public sector, and non-profit institutions around the world.
