Penn must plan for multiple uses of University administrative data, including
operations, management decision making, planning, and ad hoc reporting.
 Rationale
Penn needs both strategic and tactical information--to perform current activities
and plan for future activities--in order to fulfill its mission.
Implications
- Data not needed for operational uses must still be collected if needed
to fulfill management and planning needs.
- Physical implementation structures must enable both transactional and query
uses of data.
- Data originally intended for one use may become critical to another use.
Monitoring this is part of the data steward's responsibility.
