Troubleshooting Your Bill

Bill Troubleshooting

For all billing inquiries and information updates, please send your request via email to: billing@isc.upenn.edu.

A reminder: If your budget code has changed or will be changing, please let us know. This will allow us to avoid time delays in billing and unnecessary errors on your statements.

Voice Services

ISC Networking and Telecommunications bills University departments for telecommunications costs by directly charging the 5261, 5262 and 5263 object codes via BEN Financials; a summary of these charges is shown on the monthly budget report provided by the Comptroller's Office.

An itemization of all charges for telephone lines, sets, phone calls, voicemail and adds, moves, and changes are provided on the detailed telephone statement mailed to departments each month by ISC Billing. All costs that can be directly charged back to a specific telephone number or department are identified. To more easily view and sort your itemized charges, it is possible to download this information into MS Excel.

The 5261, 5263 and 5263 object codes include the following costs:

Fixed Cost Allocation (5261)
Some voice costs cannot be attributed to a specific telephone or consumer and are allocated evenly across all customers. The fixed cost allocation is calculated as a percentage of the lines and sets billed to each department and include campus-wide cable, operator services, University directories, system-wide software and equipment, design and management services, consulting and training.

Equipment Costs (5262)
Telephone lines, sets, Voicemail and charges for adds, moves and changes to lines and/or sets.

Calls (5263)
Long distance, international, local directory assistance, Philadelphia area and operator assisted calls, etc.

Grants/Contracts Administrators: Please note that, in most cases, monthly charges for lines and equipment incur University overhead charges and may not be charged to a Grant account. Please provide 2 budget codes when ordering: a Grant account for telephone calls and an alternate for all other charges.
