Bare Bones Ticket Manager Doc

Some LSPs have been requsting streamlined documentation that shows how to use ticket manager, which they can in turn share with thier users. These pdf docs do not explain "why" a person would want a ticket, or "what" good security practices are related to ticket destruction. They merely cover "how to":

• Obtain a ticket granting ticket
• Destroy tickets
• Change a PennKey password
