ON THE COVER: Common-Wealth, or the Multitude united in one Person. This view of the body politic is from the 1651 first folio of Thomas Hobbes' Leviathan. Hobbes argued that the commonwealth had no source of unity except equal submission to the sovereign power. Penn's Schoools and administrative units, however, find shared goals and mutual benefit to be strong incentives to cooperate in a decentralized computing environment.
