ON THE COVER: Many early European libraries were "chained libraries," in which the precious volumes were literally chained to their shelves. This one, at the University of Leiden, the Netherlands, was depicted in a 16th-century woodcut by Jan Cornelis. Penn's Library today is preparing for electronic access to make texts increasingly independent of their physical form - to be truly unchained.
