
Kamilah Parker McAfee is currently working as
a Development Associate with Forest City Washington in Washington,
DC. In this capacity, Ms. Parker provides support on several large
scale, mixed-use (i.e., office, residential, and retail) projects
in the Baltimore-Washington-Richmond metropolitan areas. Ms. Parker’s
primary responsibility is working on the Southeast Federal Center
project which is a public-private partnership with the U.S. General
Services Administration to develop over 2,800 units of housing and
1.8 million square feet of office and 400,000 square feet of retail
space over the next 10 to 15 years. Ms. Parker is taking a lead
on the development of one of the residential buildings to be built
in Phase 1 as well as the development of interim uses for the site,
such as parking, before the final build-out. Ms. Parker is also
acting as owner’s representative on the Arthur Capper/Carrollsburg
HOPE VI project. This role includes monitoring ongoing construction
of the two (2) public housing Seniors buildings that Ms. Parker
financed while holding a prior post at the DC Housing Finance Agency
and the development of almost 400 mixed-income town homes, two (2)
office buildings, and 800 additional mixed-income multifamily units.
Prior to her employment with Forest City Washington, Ms. Parker
was the Director of Public Finance at the D.C. Housing Finance Agency
(DCHFA). Ms. Parker was promoted to that position from an entry
level position over the five (5) years she worked at the DCHFA.
The Public Finance Group is primarily responsible for the origination,
underwriting, structuring and closing of tax-exempt multi-family
mortgage revenue bond transactions. During her time at the DCHFA,
Ms. Parker worked on 15 bond transactions totaling over $180 million
in bonds that financed the production of over 2,000 low-income housing
tax credit units in the District of Columbia. Ms. Parker also has
experience as a Financial Consultant with BearingPoint, Inc. (formerly
KPMG Consulting), primarily engaged in contracts for the U.S. Department
of Housing and Urban Development. She worked on the team that developed
the Financial Assessment Lab (FAL) within the Public Housing Assessment
System (PHAS) of the Real Estate Assessment Center (REAC). Ms. Parker
worked for KPMG for over 6 years concurrent with her successful
pursuit of a B.S. in Finance and New and Small Business Development
from Georgetown University. To supplement her undergraduate degree,
Ms. Parker is currently a candidate for a Masters in Business Administration
at American University.
