| John T. Marshall
is currently working as fellow with the New Orleans Redevelopment
Authority (NORA). In this capacity, Mr. Marshall supports NORA's efforts
within Orleans Parish to assemble parcels for redevelopment and to
advance NORA's overall redevelopment goals.
Prior to beginning the Rockefeller Foundation fellowship, Mr. Marshall
was a partner in the Tampa office of the international law firm
of Holland & Knight LLP. His practice focused on the areas of
real estate litigation, land use planning, and zoning, specializing
in developing and implementing project permitting and approval strategies.
He represented clients in the public hearing or approval processes
for rezonings of multi-family residential developments, variances,
state and local operating licenses, historic structure designations,
commercial sign review, Federal Emergency Management Agency (FEMA)
"No-Rise" Certifications for designated floodways, and
Federal Aviation Administration (FAA) "No Hazard Determination"
for potential airspace obstructions. John teaches on land use and
zoning subjects and he has authored articles that have appeared
in the Fordham Urban Law Journal, the University of Florida Journal
of Law & Public Policy, and Planning Forum, the Journal of the
Graduate Program of Urban and
Regional Planning at the University of Texas at Austin. From 1997
to 1999, Mr. Marshall served as a judicial law clerk to United States
Magistrate Judge Elizabeth A. Jenkins, U.S. District Court for the
Middle District of Florida. He began his career serving two years
on the staff of U.S. Representative Henry A. Waxman.
A significant part of Mr. Marshall’s practice has been dedicated
to pro bono legal representation. Most recently, Mr. Marshall has
represented an abandoned Honduran child in Florida guardianship
proceedings, as well as federal immigration deportation proceedings,
in an effort to help her obtain Special Immigrant Juvenile Status
and allow her to remain with relatives in the United States.
Community outreach is also important to Mr. Marshall, and he has
devoted his time to working with local students. For more than five
years Mr. Marshall led a Boy Scout Law Explorer Post through bi-weekly
evening career exploration programs, including legal skills tutorials
and mock trial programs, for over 150 high school students. From
2002 through 2007 he was a member of the Board of Bay Area Commuter
Services, a public/private non-profit organization dedicated to
improving regional commuter options in the Tampa Bay area. In July,
2007 Mr. Marshall completed a four-year term as president of the
University of Notre Dame's local alumni club, the Notre Dame Club
of Greater Tampa Bay.
Mr. Marshall received his B.A. in the Program of Liberal Studies
from the University of Notre Dame, his M.A. in government from the
University of Texas at Austin, and his J.D, with honors, from the
University of Florida College of Law.
