Dr. Kettl is the Robert A. Fox Leadership Professor and Professor of Political Science,
University of Pennsylvania and is an expert on public policy and public administration.
He is also a Nonresident Senior Fellow at Washington's Brookings Institution, executive director
of the Century Foundation's Project on Federalism and Homeland Security, and Academic Coordinator
of the Government Performance Project, a multi-year effort financed by the Pew Charitable Trusts
to assess the performance of the American states. His new book The Next Government of the
United States: Why Our Institutions Fail Us and How to Fix Them (New York: Norton)
