Biosketch:
Jack Ebeler is the President and CEO of the Alliance of Community Health Plans (ACHP), a national alliance of leading health plans and providers that promotes the highest standards of health care through learning, innovation, information, and advocacy. The members are those health care plans and providers that work closely together to provide care and coverage that is clinically excellent, community-oriented, innovative, and affordable. The members serve more than eleven million Americans, with approximately 100,000 physicians are affiliated with these plans

Previously, he was Senior Vice President and Director of the Health Care Group at the Robert Wood Johnson Foundation, the nation's largest philanthropy devoted solely to health and health care. In 1995 and 1996 he served in the U.S. Department of Health and Human Services as Deputy Assistant Secretary for Planning and Evaluation/Health and then as Acting Assistant Secretary for Planning and Evaluation.

Prior to that time he served as:

· Principal at Health Policy Alternatives, Inc., a consulting firm specializing in developing health policy and strategy options for a wide range of national and state health care associations and organizations (1987-1995)
· Vice President at Group Health, Inc. (now HealthPartners), a managed care plan in Minnesota, leading various departments including marketing and sales, strategic planning, member services, and corporate services (1983-1987)
· Senior Staff Associate focusing on Medicare and the budget at the Subcommittee on Health and the Environment of the House Committee on Energy and Commerce (1981-1983); · Special Assistant to the Administrator of the Health Care Financing Administration, and Acting Director of Executive Operations (1977-1981)
· Analyst at the Congressional Research Service and at the federal Medicaid program (1972-1977).

Mr. Ebeler has a Masters in Public Administration from the John F. Kennedy School of Government at Harvard University, and a B.A. from Dickinson College in Carlisle, PA. He is a principal in the Council for Excellence in Government, a member of the National Academy of Social Insurance, serves on the Board of Directors of Families USA, and has served on a number of advisory committees. He is married to Carolyn Wallace Ebeler, and they have two daughters.
