Catherine L. Villalobos joined the Office of the General Counsel in May 2001 as an Associate General Counsel. Her practice focuses on providing legal support and advice to the University of Pennsylvania Health System's primary care physician network for corporate and operational matters, which includes contracts for real estate, employment, and general health care. She also provides legal support to the University of Pennsylvania Health System on patient care issues and general transactional matters.

Ms. Villalobos also has experience in the area of professional liability and managing medical malpractice litigation. Prior to joining the Office of the General Counsel, Ms. Villalobos defended hospitals and physicians in medical malpractice litigation. She also managed claims on behalf of the Pennsylvania Medical Professional Liability Catastrophe Loss Fund (now known as the MCARE Fund).

Ms. Villalobos is a graduate of Gwynedd Mercy College (B.S. magna cum laude, 1990) and Widener University School of Law (J.D. 1993). Ms. Villalobos is a member of the Philadelphia Bar Association and the American Health Lawyers Association (AHLA), and is admitted to practice in Pennsylvania and the United States District Court for the Eastern District of Pennsylvania.
