The Office of Government and Community Affairs (OGCA) is comprised of the Offices of Federal Affairs, Commonwealth Relations, City and Community Relations, and the Netter Center for Community Partnerships. The Government Relations and Community Affairs Offices of the University of Pennsylvania Health System work closely with OGCA.  OGCA maintains close ties to University Communications to assure, to the extent possible, clear and consistent communication to our external constituents and help develop crisis management communications plans.  OGCA manages the University’s Washington, DC office and coordinates program interaction for all of Penn’s DC activities.  In addition, the Office helps new Penn initiatives such as the Penn Institute for Urban Research.
