Today, Gov. Edward G. Rendell detailed his health-care reform plan at the University of Pennsylvania's School of Nursing. The Prescription for Pennsylvania plan calls for more nurses to practice to the fullest extent of their training and skills. For example, midwives deliver between 10-50% of the babies born in the Commonwealth, but they are unable to write prescriptions for medications.
