In the past, it was often necessary to issue permission to students as a control on the "types" of students (majors, freshmen, or LPS students, for example) admitted to a course. In SRS, registration controls automatically perform almost all of the functions for which permits were used.
For example, if the College of General Studies wanted to limit the number of non-LPS students in one of their courses to ten, in the past they had to issue permits and manually track their course enrollments.
In SRS, LPS would establish a registration control, or "limit", on the course section, and when students requested the course the system would check their division of record. SRS would only allow ten students without a division of "LPS" to enroll in the course.
Another example, if the Wharton Undergraduate Division wanted to reserve all the seats in their Accounting 101 course for freshmen students in their division, they would establish a "reserve" on each section of the course. When students tried to register, SRS would check that the students' division of record was Wharton Undergraduate, and also that their classification was "freshman" before allowing them in the course.
Because registration quotas effectively and automatically limit enrollments of certain types of students to given course sections, registration controls in the form of QUOTAS, NOT PERMITS, are the most efficient way to control which students get into courses. Using quotas also reduces the likelihood of lines of students waiting outside the department or school offices to obtain permits.

Only place a permission requirement on a course section when students who want to enroll must be evaluated individually prior to their enrollment. Otherwise, use a quota (limit or reserve).
