IRB ARRA Announcement to Faculty

Dear Faculty:

As many of you know, with the recent passage of the American Recovery and Reinvestment Act (ARRA), the National of Institutes of Health has issued a strategy to best invest the additional funds made available throught the ARRA.  There are currently two types of funding strategies:  funding of previously reviewed but unfunded NIH proposals and new Challenge Grants.

As a result of these funding opportunities, we anticipate an increase in the number of IRB submissions that may impact the workflow through the IRB over the next few months.  To ensure prompt review despite the expected increase in volume and at the same time maintain rigorous compliance with federal regulations and institutional policies, the IRB asks for investigators’ assistance in assuring that IRB submission and review process runs smoothly.  Our current turnaround time for exempt and expedited review is 4 days.  Submissions requiring review by the convened IRB will be assigned to an agenda within 7-10 days of receipt.

Recommendations for previously reviewed but unfunded grants:  Contact the NIH Program officer to determine if your previously reviewed grant now falls within the funding line. If so, confirm that you have IRB approval and that your submission to the IRB included your NIH grant proposal.  You may access Ben Reports to check the status or contact the IRB at 215.573.2540. If you have not previously submitted an application to the IRB, we strongly encourage you to submit an application to the IRB for review and approval.

Recommendations for NIH Challenge Grants : The submission deadline is April 27 th with the first disbursement of funds no later than September 30 th.   We recommend that you submit your IRB application (including the grant proposal) to the IRB at the same time that you submit your grant proposal to the NIH.  If you do not receive funding, please contact the IRB so that we can close the study.

Detailed information on IRB submission and review requirements can be found at
