The Office of the Vice President for Government and Community
Affairs (OGCA) is the University's primary
liaison with City, state, and federal governments, as well as with
Penn's
many
external constituencies and community organizations. In addition,
the OGCA assists Penn's internal constituencies composed of schools,
centers and institutes, and varied groups or individuals including
faculty, students and staff. The OGCA also functions to develop
and present policy options and initiatives for the University.
As Penn’s primary interface with elected and appointed officials,
the office facilitates close positive interactions between Penn
and governmental entities, and acts as a buffer during complex
or contentious issues.
